Financial Tools is the menu group that holds Budget, Invoices, Prime Contract, Commitments, Change Events, and Non-Committed Costs. It appears only for organizations that bought the Financial package. So when a menu is missing, there are two possible reasons: your organization doesn't have the Financial package, or your role doesn't have the permission. Rule out the package first — it's one question to an administrator, and it saves you digging through roles for a permission that was never going to appear.

In Project SettingsRoles and Permissions, the financial permissions sit in five groups:

  • Financials: View financials, Manage financials like change orders, contracts, receipts (excluding financial reporting), View receipts, View all invoices, Edit commitments and change orders after they have been executed, and Unlock the SOV for editing on a commitment
  • Commitments: View prime contracts, View commitments and purchase orders, View Change Events/Orders, Submit invoices for approval, Approve invoices, Unapprove invoices, Change retention on invoice line items, and the payment permissions
  • Billing Periods: View billing periods, and Add new billing periods, make changes to existing billing periods
  • Receipts: Unlock Budget modifications. Locking one uses the general manage-financials permission instead
  • Reports: View financial reports, which is what the Full Budget Report checks. Projected Costs and Actual Costs check View financials, and the Change Orders report follows View Change Events/Orders

Several of these have a level-of-access setting that limits someone to companies they belong to. That's what lets subcontractors work their own contracts and invoices without seeing the rest of the project's financial information.
