Financial Tools appear only for organizations with the Financial package. A missing menu can mean the package is unavailable, the user lacks the required permission, or both.

Key permission groups include:

  • Financials: view or manage financial data, read Receipts, edit after execution, and unlock Commitment SOVs
  • Commitments: read Prime Contracts or vendor Commitments, submit or approve invoices, edit retention, and manage payments
  • Billing Periods: view or manage invoice periods
  • Reports and financial read access: report requirements vary—Budget uses financial-report access, Projected and Actual Costs use financial read access, and Change Orders follows contract change access
  • Other Costs: unlock Budget Modifications; locking uses financial-management access
  • Integrations: view or connect supported accounting systems through the organization's integration permissions

Read access can be restricted to companies the user belongs to. This lets subcontractors work with their own contracts and invoices without exposing the entire project's financials.
