Draft → Open → Sequential approval stages → Done → Distribution → Optional revision

• The Manager coordinates the record.
• The Responsible Contractor commonly supplies the initial submission.
• Each stage has approvers, a due date, and either All responses required to progress or At least one response required to progress.
• Only the current incomplete stage is in ball-in-court. Later stages remain blocked.
• Done is the record status. Official Status is the distributed review result; these are different.
• A revision is a new linked record that preserves earlier review and distribution history.
