Statuses, stages, and ball-in-court

• Draft: Preparation record without an active number.
• Open: Approval workflow is active and the record has a number.
• Done: Review is complete or the record was moved to completion.
• Cancelled: Deleted from normal use.

Approver response labels are Reviewed, No Exceptions Noted, Approved As Noted, Revise And Resubmit, Rejected, and Submitted. The response does not directly determine the record's status. Stage completion advances ball-in-court according to the stage's approval condition.

The manager owns ball-in-court when there is no current stage. During review, the current stage's approvers are shown as ball-in-court users.
