Define the contractual handoff before selecting sections.

1. Review the contract's turnover requirements.
2. List the required management, field, and financial records.
3. Identify records that must be finalized before export.
4. Confirm who will generate, review, and deliver the package.
5. Decide whether one comprehensive ZIP or several scoped packages are easier for the recipient.

Closeout packages can be regenerated, so create a review package before the final handoff when the source data is still being completed.
